NADRA Introduces New Rules for Child Registration and B-Form Issuance

On the instructions of the Interior Minister, the National Database and Registration Authority (NADRA) has officially implemented changes to the National Identity Card Rules of 2002. These changes aim to make the identity system more secure and free from forgery or misuse.

New Rules for B-Form (Child Registration Certificate)

  • For a B-Form, it is now mandatory to first register the child’s birth at the local Union Council.
  • For children under 3 years of age, a biometric scan and photograph are not required.
  • However, for children aged 3 to 10 years, a photograph will be mandatory, and iris scanning (eye scan) will also be done.
  • For children aged 10 to 18 years, all three—photo, biometric fingerprints, and iris scan—will be compulsory.

New B-Form Features

  • Each child will be issued a separate B-Form, which will also include an expiry date.
  • Previously issued B-Forms will remain valid, but to apply for a passport, a new updated B-Form will be required.

NADRA has stated that these updates will:

  • Help prevent fake entries in the system.
  • Support efforts to stop child trafficking effectively.

The Family Registration Certificate (FRC) has now been given the status of a legal document. Applicants must sign a declaration confirming the accuracy of the information in the FRC. Citizens can now obtain an FRC only based on NADRA’s official family record.

  • Families must ensure the registration of all their members, especially those whose data has not yet been submitted.
  • Citizens can update their family information via the NADRA mobile app or by visiting a NADRA office.
  • Men with more than one marriage must ensure that complete information of all their spouses and children is included in the FRC.

Upgrades in Non-Chip CNICs

  • Many features of the Smart CNIC have now been added to non-chip cards as well.
  • These non-chip CNICs will now include:
    • Details in both Urdu and English.
    • A QR code for quick verification.
  • No extra fee will be charged for these improvements.
  • If someone realizes they gave incorrect information on their CNIC and voluntarily reports it, they will be given legal protection.

These reforms by NADRA are designed to improve the accuracy, security, and legal credibility of identity documents in Pakistan. They aim to stop misuse, protect children, and make it easier for families to manage and update their records.
